Kalcor has already said that the x in 0.3x denotes the final version of the 0.3 branch, which leaves two scenarios: either 0.4 is released or no new versions are released. If he stopped developing SA-MP he'd probably tell everyone, so yes, 0.4 will be released. Don't expect it anytime soon though as it's a big development.

P.S. He hinted at major sync improvements in 0.4.
