is there a way you can get like a ped in the server as a dummy so it wouldnt move but maybe you walk up to it and it says welcome to .....

or maybe you can speak to a dummy and it sends the message to a person lets see its in a sapd it sends to them heres an example:

guy:walks in
dummy:hello what can i help you with
guy i am here to see my friend he is in jail (sends to a cop)
cop talks as dummy: ok please have a seat over there why we go get him ready to see you

then the cop drives to the police station and takes the man to see him.

Everything can be achieved by using NPCs

It's definitely possible. You would need to record your NPC's to do the things ect. but I suggest you post in the scripting help place for that.

Ok I was just thinking that you can make a ped then a isplkayerinrange and then send client message and. Commend just like a lc chat so I have and idea of how it coud work

If you got someone or are skilled with NPC, then you can definitely make something out of it.
