Fix bug with tank lights. Work like in single-player.
/tlon - toggle tank lights on manually (time-unoriented)
/tloff - toggle tank lights off manually
/tld - set default settings for lights
/time - set time for all players

Update: add 1 new command, fix some bugs, delete tanks and apply lights for all tanks wich you have on server.
