I have made a radio0 thing but now I want the url that the player has set the radio to will set it for all the people who are in or are getting to the car will hear, How would I do this? If so could you please leave me an example below thanks.

I use the command "IsPlayerInRangeOf" for my radio command, so all people that enter the radius can hear it.
Maybe you should try that

Maybe you better use PlayAudioStreamForPlayer if he enters a car :P and StopAudioStream if he exits
