Don't unban from FTP unless you're using a ban system of your own (in which case you should be asking the server owner how to do that). Simply login to rcon and use that. Manually deleting bans from samp.ban will still require you to login to rcon in order to /rcon reloadbans, so it's easier to simply /rcon unbanip.
