You have "pawncc.exe" in your pawn folder?

As ReVo_ said, make sure you have the pawncc.exe in your pawno folder.
Also, not sure, but try running pawno as administrator, or add it to exclusions in your antivirus(not sure if this would solve it, just a wild guess).

Allright, then make sure you install the latest version of .NET Framework (4.5 if I remember right), and Microsoft Visual C++.
