The list is telling you those were added in 0.3c, not limited to it. Those IDs in the pictures should work.

At the very start of mapping,i used MeD map editor,it is good,you can make your ifp and ipl files. Then i other programm,MTA it's quite nice and very very easy to use,good for beginner,but MTA does not have the new objects,+ you can quick the map. For now,last year i started using SA-MP Map editor,and it's the best in my opinion.
