Just wondering wtf is going on?

I'm using Volt Host for my server (first time user)
I have uploaded my server files into my cp, and when i goto click start in "Server Control" it loads then still says "It is currently stopped." this is my server.cfg in configuration editor below

Check this

1) Do you have .so plugins for your server, since Volt-Host servers support only Linux plugins?

2) In the Control Panel, there will be some updating command in which you can change your server version. Change that to 0.3e

3) If possible, use the Linux package for SA-MP

3) More problems come? Make a support ticket to the Volt-Host support staff team

The reason why your server isn't starting because you dont have plugins in..

i deleted it all and i'm uploading again,

I got it to work after update but when i connected to the server it wouldn't bring up the logon/register things
