Someone more knowledgeable may correct me if I'm wrong, but /q is hardcoded into SAMP (along with commands /pagesize, /headmove, etc). You might be able to tamper with some files of your own to remove it for yourself, but as far as removing it for all players connected to your server, it'd have to be done through a script - which isn't possible.
