To be honest, I'm not sure, I've never used it. I would think that you would have to set it to a timer, but it would basically be executing the same thing as the filterscript does, so I would recommend just using the topic's filterscript, it's easy to apply, but can be laggy on some occasions.

I'm not exactly willing to script a whole register/login system off the top of my head, but I would try using LuxAdmin as a starter, not the best system, but it's good for starting out.
