i reinstalled it and all that but it keeps happening

Hmm, perhaps it might be your vehicle mods. Try removing them, or re-install GTA with a whole new gta3.img in order to stop preventing to crash.

tryed that and i have no mods at all and i relnstalled but still did not work

Re-Install your grand theft auto. Remove any modifications. Delete gta_set.set inside your Grand Theft Auto User Files. Then re-install SA:MP

Also go to Windows Explorer and type in "%APPDATA%". Search for "Rockstar Games" and delete that folder too.

Installations or replacement of Script.img or cleo mods could crash your game.
Try reinstalling your game or delete gta_set file from user files.
Or else you must remove all files of gta sa and samp and make sure that nothing is left.
Then install agaim
