try to reinstall first samp then san andreas...or try to update graphic card.

yes
tried to-
install samp then san andreas
reinstall and install samp and san andreas
run as admin
run this program in comparability mode( tried samp and andreas )
downgrade from 2 to 1
allowing it in firewall

Then hold Ctrl+Alt+Delete and go to Processes tab and if you see gta_sa.exe just right click on it and go End Process,or go to My Documents/GTA San Andreas User Files/ and delete gta_sa.set file.
If the above doesn't work:
Does Single Player work?
No you don't. But I'm not talking about the Single Player Menu.
Open a new game (or an old save game) and skip the cutscenes until you're actually able to play. a.k.a. you should have spawned and the objects should have loaded.
If that works, it's a SAMP problem. If it doesn't, it's a GTA problem
Go to tools/settings and make sure samp redirects to the right folder
(the folder in which gta_sa.exe is located)
Likely:
C:\Program Files (x86)\Rockstar Games\GTA San Andreas\
or
C:\Program Files\Rockstar Games\GTA San Andreas\
