How the heck do I change peoples SAPD rank?

When i do /makeleader (id) (1) it makes them the chief..?

CAN SOMEONE HELP ME.. this is really conufsing, PM or comment

That bump is not needed.
Yes, /makeleader makes them a leader.
The leader has got to do /invite to add people (/uninvite to remove) and /giverank to set their ranks.

/invite To invite someone /members To check for your members , /giverank To give a rank /makeleader 1-16 to Give a leadership [ 1 is pd ] /duty to get on duty /equip to get your equip /go To open a gate or middle mouse button
