You could always request it in the Languages forum like 5 others did: http://forum.sa-mp.com/forumdisplay.php?f=33

It's highly unlikely for it to get recognized, however you can get some people to support it, then you can PM the thread link to a mod and they might create the forum for you (but I doubt they would, as some of them have insufficient forum mod privileges).
