is there any way to send this command /audimsg for every player when they connect??

Nope, tell them to open up their Documents folder>>GTA San Andreas User Files>> samp>> and open sa-mp.cfg, set audiomsgoff = 1 instead of 0. This has to be done for the first time only. Else they would need to do /audiomsg.
