I used to work on a TDM server back in the day.
It had 5 gangs and each gang was fully dynamic. When you register you chose a gang (which you can later change with a relatively small fee). You start at rank 1 and advance from there. You rank up by contributing to your team. The higher rank you have the more you can do for your team. The highest rank of a gang is the leader, which is chosen by the owner. He can change the gang name, location, vehicles, rank names and more (each change is made with approval of the administration team, of course).
Members can also create their own gangs when they reach a respectable level in the community. I also added a vehicle system, housing system, payment system and added over 400 objects to the map.
I stopped working on it because of the amount of bugs, inefficient coding style which would take an entire week to rewrite and just me being fed up with it.
It was fucking awesome, though. Or that is at least what the testers told me. Hope it gives you some inspiration.
