Try running in compatability mode. Also, are you running Windows 7, XP, Vista?

I have had this issue before, when you start it up if it doesn't start WAIT do not exit etc just WAIT and then it should load!

Compatability mode doesnt works. Just the same thing : mouse loading for 5 sec. And i am running windows 7.
If i wait long it says : samp doesnt work.

Yes! it works. I did this : install samp in a other map with all the files of gta sa itself.

I don't understand what you mean, but glad it's working. I thought you were running it on windows 7. I hear that it does have a few issues. :P
