I realize that this doesn't exactly belong here considering these are the SAMP forums, but I can not adjust my resolution over 1024x768, however in SAMP I can raise it to 1366x768, any ideas?

Probably beacause SA-MP fixed the higher resolutions and Rockstar Games didn't. I don't know ...

If i recall and don't quote me on this.
I think GTA SA has a config file you could manually edit it, if thats the case I'd guess samp just changes that before it starts the game
