What if i change the loading screen txd and make a textdraw with font 4 with the loading screen:
The players see my changed loading screen or they see the loading screen from them pc?

They will see it when they actually connect to the server, not when the game loads up .

The game loads all textures and models from the player's own game directory. Your modified txd files are never sent over.
