when i want switch from 0.3c to 0.3d which files i need?

Just drag everything to your 0.3d folder. Replace everything that is found. If you are using a premade sa-mp script and u dont want that one to be replaced, dont replace that script.

Make a copy of your script, download the new includes plus new exe files. Compile your script with the new includes, and then your done.

Like after i write my password and i come in after is say this server didint respond... and after i change back to 0.3c the server works. yes i have download the cliten 3.0D

I bet you copied the server.cfg from the 0.3d and you did not backup that file like people said. You couldn't login cause it wasn't your game mode or your Rcon password.
