Adobe Flash Professional.
You also need to have some HTML, XML and Flash knowledge. It's simple.

Why do you give rep for someone saying it looks awesome. I bet you won't if they give critism. I don't like it, the color of Welcome to San Andreas RPG etcetera just don't match the style.

Nonetheless good job, as it's quite some work doing it with flash.
