Regarind to the release topic of sscanf2 I was wondering, how this color code is built / what it means:

h, x			Hex				1A, 0x23

I do understand 0xFFFFFFFF as it is 0xRED-GREEN-Blue-Alpha but I don't get it what 0x23 or 1A means in this case or how this color code is built.
