Pawno. You don't need anything else, but Notepad++ with the settings configured to work suitably with Pawn is quite good too, search for the tutorial on how to do it on the forums if you're interested.

I find pawno much more easier to work with than notepad++, they both are good, though.

Pawno. I use Notepad++ for things like searching for multiple things you need to change, etc. It's good for writing includes too.
