chech ip and is ip in another user data file (ip=**.***.**.***) he can't create a new user (account)

and if it posible, how do it?

What file writer are you using? If it's SQLite, or a Mysql it'd be really easy.

i use simple, dini, just saving in scriptfiles

like that:
dini_IntSet(file,"money",GetPlayerMoney(playerid)) ;
