I wanna know you idea about City's.
How should i make it:1 or 2?

(1):Just over whole San Andreas
(2):City's who is changing after some hour.

I would add a city over the shores and add some shops/casinos etc to rob. (Maybe a police station too)

Well restarting all the time can piss players off (e.g. when in the middle of a robbery) so you can best do 1 city, or just whole SA.
