Problems with GTA IV and Radeon HD 5770

I have a ATI Radeon HD 5770 (1 GB - GDDR5) card which runs almost all games maxed out. No problem with that.

But sadly, my GTA IV doesn't work smooth at all. I don't know why, and I'm getting tired of it. I looked up for some benchmarks on the internet and found this:

Here you can see that everything is maxed out and the guy gets around 40 FPS. When I put everything on medium either low, I can barely get 30 FPS, weird?
Also, it's funny how my cousins 9600GT runs GTA IV (almost) everything maxed out on 30 - 60 FPS while his card is slower then mine.

What's the problem? Does anyone have any explanation for this?

GTA IV requires (afaik) lots of processing power, I can't run it smoothly with my Core2Duo E6600 and a 9800 GT (1GB).
What CPU do you have?

It's not my CPU. I'm %100 sure.

I have an Intel® Core™2 Quad Processor Q9300
(6M Cache, 2.50 GHz, 1333 MHz FSB)


Also, my cousin who I mentioned has a Q8300 which is also slower then my processor.

My PC spec's:

Intel Dual Core 3.2 GHz (default was 2.5)
ATI Radeon HD 4550 1GB
2.5GB Ram

I can run GTA IV on medium settings.

Its commonly known that gta IV has problems running on some PC's. I know alot of people who have a high-end-gaming PC and can barely run GTA IV. I haven't heard of any cure yet.

you use win xp or 7?
if you use xp try 7

mine didn't run smooth at all on xp
now on 7 I even am able to record with low settings at 20fps

also 30fps ain't bad at all
tv program runs at like 25fps too
you don't say it's laggy either^^

I use Windows 7. Also it's not good because it's running on low and medium and I can get BARELY 30 FPS so that's actually not good. I hope there's a solution for this..

actually from medium to high
I don't see a big difference in the game
but it's your opinion ^^

30 is bad if you are used to 50+ :P

well anywayz I don't see a really big difference between 30 and 50+ fps
only a really sleightly smoothness difference^^
