What is going on? I'm using SA-MP 0.3b RC1 and after I join a server it shows the loading screen then it crashes when im at three fourths of the loading bar..

Oh yes, I have a steam version of GTA San Andreas but it was working a while ago...
And I have Windows 7 Ultimate 64bit

Can anyone help me fix this please?

Is GTA open in Task Manager? Sometimes it likes to be sneaky & it will stay open and cause this to happen.
Check under Processes Tab in Task Manager

Is your game modded in any way?
This error is probably caused due to a corrupted mod/file..unistall all the recently added mods..if this crash keep poping out..reinstall GTA Sa in order to obtain the original files.

Alright i'll reinstall it on steam, but it seems that the gta-sa executable version is 3.0 ... hmm.

I'll report what happens later on with an 'EDIT:' before it.

Steam? There you go, your problem. Can't play SA:MP on steam, because it's version 3.0, and only 1.0 is supported by SA:MP. Don't know if the steam version is downgrade-able, but ****** "San Andreas downgrade patch" or something like that anyway.
