sounds like a monitor issue. you probably need a new monitor or a new video card, or just update the drivers.

Ya I would have to agree with iTails I think thats a monitor issue, probably going out around the projection lamp.

this is clearly a video card problem...try opening the tower to check if everything is alright or update the drivers of it..

after 2 wks the technition was willeds to check its' issues he's sayin tht the video card is screwd so he said tht we'll try to use a different video card to see if the problem is still there (ps: hes testing on his monitor too and the problem is stil issued so its not my monitor thats causing this) he told me that a new video card will cost me 80 Euros and if the mother board is the problem.. he says it will cost 200 Euros.. are the prices good? or the technicition is robberin us?

It is most likely the grahpics card, yes. And 80 euros for a graphics card is really cheap, 200 for a motherboard is what It costs. (I gave like 250 euro for my motherboard last year, and It has the latest features).
So no, It's correct, fine good prices. Absolutely not expensive.
