Is it possible that i can talk from the server that
black CMD server box with the player In-Game,
so that i close game and i can talk like Messenger
from the Server Box..

This isn't a GF edit he is just asking is it possible if you can type in console and someone in the server can see it.

The console is basically an RCON client, so anything you can do from RCON is possible from there.
