This may seem like a stupid question but how do i speak in rcon to the people in the server and see them speak back?

RCON is only 1 way, you can send messages to the server but players can't chat back. "/rcon say <message>" or just "say <message>" into the console.

He's talking about RCON (Remote CONsole), not the server executable. None of the console commands have a prefix, it is "say" not "/say".
