Most surely you are using, better said the gamemode uses a function which is defined in the gamemode or an ".incl" but lacks the plugin ".dll".
Can't be more of help since i don't know what plugins you use or further knowledge of the gamemode.

Simply make sure that you have all plugins that you use in server.cfg and also in plugins directory
