cop system for sf so you can arrest people who are mosted wanted and ticket them

only arrest if they kill some one but they will be wanted for 5 mins then their
if their wanted there colour is red and if not there not wanted
they pay ticket at the pd in side
/arrest [id] [time]
/ticket [id] [money]

to make them police
/makecop [id]

when releaed out of jail you spawn out side of police hq

can one make that scipt
