The first step is: never show a picture of 'under construction' that scares people and they do not come back.

(I am at a programmer school.. this is one of the things we learn)

Actually thats a bad idea. At least with a construction sign they know something is going on, and without one, they get what? Nothing.

yea, but you have to finish the website first and then put it online :P not the other way around hehe.

construction pages are useful when combined with estimated release dates, or a progressbar, and small insights on information of what is to come(ex small intro), if the insights that you leave interest the user accessing the web page he will probably check back later,
having a rss feed is a good idea too, this'll alert the read as to when the site is actually up
