When i have forward my port and setting my SA-MP server online there stand:
can't connect
or something
so nobody can connect!

Ok, not sure why you forwarded port 80 UDP, just delete that option. Why do you have three different IP addresses? (192.168.2.11, 192.168.2.16, 192.168.2.15)?

i must have to change it every time
when i shut down windows XP i get a new ip!
but i never shut down it so it's not that!

Ok, make sure you are forwarding to the correct IP.

Post your server.cfg file (blank out passwords)

Also, give the server IP.

Ok, what about firewalls/antivirus on your computer, have you allowed samp-server.exe and announce.exe thorugh them?
