Am I allowed to install and use mods for samp-server.exe (things like changing the rule text in the samp window)? Are this kind of mods allowed at all?

Search for YSF for changing the rule text and a few other things. The mods I think you're referring to are called plugins, which use C++ as instead of pawn

My bad, I was editting it while running it.
Nonetheless it's better to use YSF because then you can add rules and stuff.
EDIT** Interestingly enough, you can edit the names of the cmds by changing the words between ADD90 and AF170
I wonder if that can be used to stopped some hackers from forcing the server to GMX
