There will be a folder called "gamemodes" in the same place as samp-server.exe.

You should have some files in there with ".amx" ending.

Open up server.cfg which is located alongside samp-server.exe and there should be a line "gamemode0 something"

If there isn't add that line using one of the files in the gamemodes folder.

If you don't have anything, you can download modes from Gamemodes section of the forums.

Remember: Don't put .amx on the gamemode0 line, just put the initial file name. If it is lol.amx put lol
