It's done via custom models (0.3DL), so we cannot give it to you.

Using custom models you can create custom sprites by adding a texture with the image you want to show to a custom object and then showing that texture as sprite TextDraw.

There are several threads about it with good responses that explain how to do it:

Essentially, you need a model (can be anything, no need to be actually used) and a TXD file.

Using TXD Workshop or similar you can put your Image into the TXD and add it to the server as texture for the model.

When creating the TextDraw you must set it to Sprite mode and set the text to "mdl-2001:texture" where -2001 is the model id of the custom object and "texture" is the image name inside the TXD.

I lack the resolution. What is the resolution for a full screen?

The max resolution should be the resolution that GTA SA supports. Check the GTA SA resolution settings. Although it does not only depend on the resolution of the txd but also on the settings of your textdraw. The lower the resolution of txd the lower the quality of the image in game.

Too many high quality images can take too much space and cause a long waiting time before someone finishes downloading your mods, especially for players with a bad connection. It's not really recommended as Kalcor already mentioned something for an upcoming update of the textdraw system. Not really sure though.

Okay so basically I found days ago something that may help you ! how it works you just give an image and it turns every pixel of the image to a textdraw it may take muuch time but it's helpful.
