FPS problem

Hello, so some time ago I reinstalled sa-mp and after that my fps is capped to 60fps. Im using w10, frame limiter is off and nvidia drivers are up to date. Im pretty sure this has something to do with fullscreen optimisations, even tho its turned off via compability tab, but when I minimize the game (alt+enter) fps becomes normal (100fps+). Before I had the same problem, but it was fixed by disabling fullscreen optimisations, but now it somehow doesn't work. Please
offer some solutions, playing sa:mp with 60fps is unbarable!

possible, but it feels laggy af and aiming is weird

PHP Code:
Go to directoryDocuments/GTA San Andreas User Files/SAMP/sa-mp.cfg 
And change something
Multicore = 1 to use all cores of your processor
Multicore = 0 To use only one core of your processor

For using Windows 10, the Xbox DVR may be enabled

DVR is disabled and that cleo file didn't change anything
