Hey i have downloaded a GM to practise on it seems ok but I dont have a Icon to get into the city hall, im new to this and would like to know how to add one to the city hall

It varies from script to script... Upload your server.log to see what it's loading, and what the server is saying anyway.

If you linked to the script, then that'd help as well.

Check if your script has Dynamic Doors system or not, if not download one from SAMP forums and use it to link your City hall door to a interior which you'd like to set as your City hall.
