I can't start Apache (XAMPP)

So, to acess my PHPmyadmin page I need to use Apache (yes I do actually need apache and not only the mySQL). And I can't get it to run.

Error message:

What i've tried:
I've tried to...

...Change the Apache port between different ports, (80, 81, 8080, 999) + restart my PC
...Close down skype
...Remove port 80 from skype + restart my PC (again)
...Checked if any other port 80's are open
...Changed the httpd-ssl.conf's IP
...Change the main port & the SSL port in XAMPP Config > Service Port Settings.
...Use WAMP server

Literally, close EVERYTHING that involves VoIP. Close XAMPP and start it as an administrator. Try starting Apache first. If it still fails, boot into safemode w/ networking and try there.
