Hello. I would like to know what features I need for a VPS with Windows.
The gamemode is made in R39-9 (MySql)
Requests:
100 server Slot (with NO lag)
50 slot TS3

I would only ever pick a Windows Server over a Linux server if I needed Active Directory or Exchange. Neither is required to run a simple SA-MP server and in my experience people only pick Windows because they can't be bothered to learn about ten basic commands. Windows servers cost more, consume more resources and are overall less stable.
I'd say 2 GB of RAM at the bare minimum for all the things you want to run.
