Hi,

It's possible other way of banning? because IP users can change and it's ineffective maybe computer name or smth that i could know ban and user can't change

It is unsafe, i once used it and user got banned .
There is a reason why no one uses it.

IIRC, gcpi bans were/are unreliable and are suggested not to be used.

As for the main question, you can monitor behavior and come with a common trait to look for, probably range ban (extreme measure), or have a method where you don't ban the player - you simply isolate the player from the rest of the server without any indication. (the player believes he is playing, but he isn't and isn't motivated to create another account)
