Hi
I have some problem with lag on my computer and i dont know why.
Ive ******d gta sa system requirements and i have better specs.
MY PC SPECS :
CPU: AMD ATHLON 64 3200+
Graphic Card: AMD SAPPHIRE Radeon HD 6670 2GB DDR3 https://www.youtube.com/watch?v=t7L7Z5-EmcE
RAM: 2GB DDR2, dual channel 1gb x 2
HDD: 180GB SATA

Your PC specs aint that strong.I have a laptop that has simular specs even a little better and there is lag.Get a new PC or improve it.

Is it only appearing at SAMP or also at other programs? It might be your hard disk that's failing then.
And does it appear at every server you're playing on or is it just one server? It might be server lag otherwise.
Check if you internet cable is connected correctly, If you're using one.
Check Task manager>Performances. When you're playing in a server. Check if everything is working correctly. Whit out using to much of the possibilities of the RAM, CPU, Hard disk and Graphical card. If it is than you need to upgrade your PC.
