First off I apologize if I'm posting this in the wrong board. Please move this if necessary.
Afaik when the streaming memory thing gets to around 1.2gb your game crashes.
So I was messing around with mods and modloader and I installed a new mod, refreshed all my mods, and started playing normally. I was already into the game for quite a while and noticed that I wasn't crashing (as usual) so I decided to look into my streaming memory and noticed that it had dropped quite a bit to around 400, and after some testing I found out that modloader was the one that was "flushing" the streaming memory, if that's how you wanna put it.
All you have to do is enable a mod. Doing that refreshes the mod list and somehow drops the streaming memory usage by a ton. I have been driving around for 2-3 hours and haven't crashed yet. You can disable it after you've resumed the game once.
