Have you got the right permissions on samp03svr and announcement? 755
also check make sure your using your ipv4

Vultr don't have any sort of firewall afaik, but check iptables as it may be something blocked.

I figured out the error for you.

Either you'll need to port forward the host, OR you or your host hasn't set up proper firewalls. Make sure you allow the port 7777.
