The game itself(not just samp) is consistently bugging

After the loading screen, it switches back to the desktop after a 0.5 second black screen

When I alt-tab to GTA:SA, you can see the ingame screeen for a split second. After that, it goes to the desktop again.

How do I fix this? ty
