I wanted to ask if the my site (sa-mp.cz) could become the official Czech support for SA-MP.

If I were you, I would better write sthing more about it ... you know, like :
• What kind of support you offer
• What do you expect from Kye to do
• What the fuck is it for ?!
• And so on ...
IMHO it's useless cuz most of CZ community is centralized round gta.cz which is actually in touch with Kye (at times) and around gtaforum.cz and simmilar sites. The only use I see in redirection to sa-mp.com or exact translation of the site.

From Kye we would like to expect the agreement to become official support. As the support we can offer whatever aid offers.
If you don't know what to support, it's difficult. (It was the third point). The domain wasn't purchased in order to redirect it to another.

I highly recommand you to use just English. But it would be nice if you explained the way of support .. money ? Advertisement ? or what ?

We do not want money. We want to become official aid, nothing more. At the sa-mp.com would be a panel entitled "Support" and the flags of different countries, for example, by referring to the aid would be the same for the aid, simply create a formal support. You know what I mean?
