LSPD's owners wrote it's script by themselves, it's not from the web.

It actually to me doesn't seem so complex at all. Basically, they track all damage and store it and when they take enough damage(?) they will simply fall to the ground, if shot while the down variable is set they go to death mode, where the timer then(?) stores the time this happens, and when 60 seconds has passed, it sends a message showing you can /respawnme.
Pretty simple really, unless I am missing something. You can find many examples of storing and showing hit data throughout ****** aswell.
