You may using a streamer or ENB series or cleo well try to do the listed

Re-install SA:MP
Go to my documents then you'll find a folder called "GTA San Andreas User Files" delete the whole folder

there is some cleo mods / streamers / Enb series are crashing samp ALSO so try to re-install them if you have one by one till you find out which mod / file of them is crashing the game

I have exactly the same issue. Tried uninstalling/re-installing SA/SA:MP and rolling back driver updates, testing on a new local Win8 profile.
