Personally, I would recommend you to buy a server if you don't have experience with linux.
If you do have some linux experience, Then I would recommend you to optimize your server the best, Run it on localhost and see how much ram/cpu it consumes.
example, If it consumes 100 mb of ram and 10% of cpu, I would buy a 512 mb ram vps atleast.
The more the better, Nowdays optimizing the gm isn't really common, Running a terrible optimized server on a good server will make it perform well. (on short scale)
So personally, I would recommend you to buy what runs your server with 50% more than it's normal usage.
If you have some money, I would recommend with 100% more than it's normal usage.

I would prefer a vps server from my country instead of other country due to low-prices, everything is secured by CC & HPD & ofcourse everything inside vps include site is verified.
